Summary/Abstract: In accordance with the United Nation “discriminating behavior can take many forms but all of them include some form of exclusion, rejection or unequal treatment”. The concept of discrimination is a dinamic concept, whose meaning and approach, both teoretical and political, has evolved naturally in time. In most democratic countries there are laws against discrimination and equality of treatment is in general guaranteed by the Constitution. However, discrimination still exists even in the abssence of pro discrimination laws and against legislative efforts to combat it.
