Summary/Abstract: In most states, the rules of organization and operation of Parliaments occupy a special place within the system of sources of law. The implications of adopting one position or another regarding the role of the Parliament's Regulations, the framework it provides in terms of both the Parliament's internal and external relations, are however very great. Regulatory autonomy is found in the practice of drawing up separate parlia¬mentary regulations, in the case of the existence of a bicameral system, independent of any participation of the other Chamber or the influence the executive. Unlike laws, which are the result of a collaboration between the executive power and the legislative power, parliamentary regulations are the result of the Parliament's autonomy, of some of its own decisions that the Parliament adopts regarding its organization and functioning and its relational system.
