Summary/Abstract: In the context of Romania’s N.A.T.O. and European Union adherence În contextual aderării României la N.A.T.O. şi la Uniunea Europeană it was certainly noted the predominant role of parliamentary diplomacy, which led to an active presence in institutions such as: European Council, European Parliament, North-Atlantic Alliance, Interparliamentary Union, Western European Union, Parliamentary Assembly of the Organization for Securityand Cooperation in Europe, Parliamentary Assembly of Black Sea Economic Cooperation, International Assembly of French Speaking Parliamentarians. On 22 April 2005, Romania signed at Luxenburg, along with Bulgaria and representatives of the 25 Member States, the European Union Accession Treaty. Signing the treaty was preceded by obtaining the assent of the European Parliament granted on 13 April 2005 with the absolute majority of votes of the European Parliamentarians. Therefore, the Parliament's role in exercising its foreign leadership role is materialized through the dynamics of the relationship between states based on unblocking negotiation bottlenecks of international treaties, facilitating mutual understanding and the establishment of a permanent character in the institutionalized parliamentary organizations.
