Summary/Abstract: The participation of the Romanian state in international relations requires an adequate internal and international legal framework, which clearly determines the compe¬tence sphere of public authorities that contribute to the elaboration of international treaties. Given the consequences of the act of concluding a treaty, its importance, but especially the seriousness of committing international commitments through a sometimes high treaty, at other times enslaving, states have always given special attention to the way in which they are negotiated and conducted; Consequently, rules have been laid down covering the whole existence of the treaty from its conclusion, during its application until it ceases.
