Summary/Abstract: The aim of this study is to conduct a comparative analysis of compulsory third party liability insurance of motor vehicle owners in the years 2007–2012 in Poland and Russia.The article presents the basic macroeconomic indicators typical of both countries, the condition of the car fleet and the level of the road safety, as well as data presenting the insurance segment in question, including, among other things, guarantee sum amounts, insurance premium level, market concentration, loss ratio and structure of claim payments. Furthermore, similarities and differences in development of both markets have been indicated, as well as risks resulting from the gradual increase in claims. In addition, the author has presented the planned changes in applicable legal regulations and market organisation aimed at ensuring clients’ and injured parties’ rights in traffic accidents covered by insurance, as well as op- timisation of costs of operation incurred by insurers which offer third party liability insurance of motor vehicle owners in Poland and Russia.
