Summary/Abstract: In the summer of 1922, Romanian diplomat Nicolae Titulescu, from the tribune of the League of Nations, accused Bulgaria of attacks by the komitadji, trying to introduce these terrorist actions in the definition of aggression, to allow the assaulted states to prepare specific defense measures. Serbs, Greeks and Romanians faced this type of attack that was on the verge of acts of banditry and ethno-nationalist / separatist terrorism. This type of terrorism was widespread before and after the First World War in the Balkan Peninsula, being the most difficult to counteract because, his followers were seen as good patriots and fighters for the achievement of the national ideal. Subsequent historical research confirmed that there was a strong link between nationalist and state-sponsored terrorism, in the sense that foreign governments were actively involved in financial support or commanding terrorist acts.
