Summary/Abstract: Communication is a tool that enables organizations to implement essential managerial functions such as planning, organizing, managing people, and controlling. Feedback is a necessary part of communication. If there are any barriers in the organization created by employees' fears of expressing opinions, it can reduce information transfer, which can influence the organization efficiency. The main objective of the paper is to identify barriers that impede free expression of employees in the public administration sector. For the purposes of the research, the sample of 127 respondents was used. The method of structural modeling based on the results of exploratory factor analysis was applied to identify barriers. On the basis of the obtained results, two most important factors could be identified: (1) Position of the supervisor resulting in facilitating the expression of own opinion; and (2) Position of the headquarters leading to the increase in a number of expressed opinions.
