Summary/Abstract: The local self-administration is perceived as the basic feature of a democratic state which is embedded in and protected by the Constitution. Self-administration can be generally defined as a separate, independent management of one’s own affairs by a community of people. However, it is inevitable to deal with the status and importance of the municipality within the complicated structure of the public administration for a better understanding of the issue. It is inevitable to deal with the single municipal bodies as well, so as they were elected by the citizens in the process of direct elections, based on the common and equal voting right by the secret voting.
