Summary/Abstract: The aim of present publication is to show the sources of social crises on the basis of research performed by the author in the frame of the European Union project FOCUS. The paper deals with two different comprehensions of the term “social crisis” and then it concentrates on a broader concept and it deals with causes of social crises, i.e. it gives the list of disasters of all types that affect humans and their communities. Among the disasters denoted by the term “failure of public affair management” it includes the corruption that leads to a serious disruption of the links and flows in human system and by that the human society is demoralized. On the basis of comparison of the nature of tools used by the World Bank in the fight against corruption and tools used by the complex community safety management that is promoted by the UN, OECD and EU, it shows that the complex community safety management includes the tools against corruption inherently since it also deals with the risks that are connected with the links and flows in human system. Because the fundamental requirement of response to any crisis is to ensure the human survival there are presented principles of public protection and community safety culture here.
