Methodology of Strategic Documents Preparation for Municipalities

Summary/Abstract: The methodology of creation of strategic documents for planning and management of regions was evaluated from the point of view of small municipalities, micro-regions and local action groups (LAG). In the Czech Republic, there is no integrated methodological direction for creation of strategic documents in both the horizontal and vertical level, in the regions and the municipalities. The Ministry of Finance has prepared (and plans to put into practice) a document called “Methods for Public Strategies Creation”. The goal of this document is to secure the transparency and objectivity of the information which is necessary for the development of public strategies. The contribution brings the attitudes of the representatives of the small municipalities, micro-regions and LAG on the possibility of practical use of the document. The source of the information is an original inquiry survey together with controlled dialogues. It was proved that the proposed Methods do not suit the small municipalities. The representatives expressed that such a document is necessary but should be remade.
