Summary/Abstract: The author of the article adopts a comprehensive approach to the issue of protection and safety of the population in emergency situations using the example of emergency management during the 2017 storm in Pomeranian Voivodeship. The main objective of the presented research is to identify threats to the safety of the population, as well as to propose measures to increase the level of security in emergency situations. A special role in this regard is played by the involvement of Volunteer Fire Departments, which provide assistance to residents and protect property and the environment from the negative effects of natural disasters. The study proposes organizational and legal changes, training programs and recommendations for the reorganization of the civil protection system in Poland.
