Summary/Abstract: The aim of the article is to examine the connection between citizenship and foreignness in Latin American constitutions in the context of migration. I separated three categories: the ‘worthy’, the ‘desirable’ foreigners and those citizens who have moved abroad, because all of them covered different relations. The ‘worthy’ foreigners were able to enter the political community by their service for the homeland. The ‘desirable’ foreigners gained citizenship as a result of the governmental policies. In the final part of the article, I discussed the relationship between the states and those citizens who stay abroad for an extended period.
