Summary/Abstract: Sustainable development is viewed on two levels: continuous development and preparation in the historical realm of the professional world, both at the national and international levels, and secondly, the treatment of archival material to make it accessible to a multidimensional audience. The sustainable development of archives has its national history, its current history, and its future. This development has gone through two phases. The first, with a long historical span, dates back to the pre-institutional period starting in the 12th century and was carried out in religious institutions. The state period (1912 onwards) saw several initiatives, starting with the government of Ismail Qemal and continuing with the monarchist governments, to establish a state archival network. The second phase began with the establishment of specialized national archival service institutions in 1949. What makes these two periods of extensive historical development unique is the Albanian archival thought and practice of viewing archives as a necessity for historical memory, as a functional part of state institutions, and as a fulfillment of societal demands for self-recognition. Archives, as the face of the state administration, simultaneously represent the history of the country’s archival service, which is part of the political and cultural history of the state. Although they are so closely intertwined, history and archival science sometimes appear in rivalry, which can be explained by the differences in their disciplines. In the science of Archival Science, a dialectical and dynamic unity, or an absolute law, is recognized between the continuous development of archives and the “community,” a multidimensional unity. The concept of the “community” in archival science is also used in the language of European archival science. The social development of the “community,” the division of social activities, the need to use written documents, the need for cultural heritage, and communication objectively led to the emergence of archives. In archival terms, the “archival community” is part of the national social community, which, in relation to other activities, is a specific community. Archives cannot exist without that sectoral community that produces archival material, without that community of specialists who collect and process archival material, with the aim of making it available to the community, researchers, administrators, and the general public who use documents for individual needs. Seen in this sense, the Archive is the result of a “creative community” and, at the same time, a function of a “volunteer community.”
