A platform on industrial policies in Albania

Summary/Abstract: Since the beginning of transition, industrial development policies have largely been neglected. It has mostly been talked of restructuring and enterprise modernisation, using these terms interchangeably. The main reason for this omission is justified by the triumph of the neoclassical economic theory and the established paradigm that market forces alone can achieve such objectives. But, after almost two and half decades of transition, we believe that industrial development policies shall take a new approach, addressing more rigorously failures demonstrated by neoclassical theory. There are at least two of them: the coordination problem and market failures. Adopting a new approach to industrial policies has attracted attention and a new emphasis by international development organization, such as UNIDO, as well as important think tanks (Initiative for Political Dialogue).In this article we will carefully review the role of factors of development and the importance of path dependence in development; the typology of the economic structures as they evolved during the transition and finally we develop some policy directions in drafting a new industrial policy for the country.
