Summary/Abstract: Currently, in Poland, the process of digitalization of public administration and public services has reached an exceptionally fast pace. On the one hand, this phenomenon is an expression of the state’s attempts to improve the functioning of public administration and keep up with the changes taking place throughout Europe and the world, and on the other hand, it is a serious threat to social groups at risk of digital exclusion. At the same time, the actions taken so far are not comprehensive and ignore key issues such as digital and media education and care for the digital culture of society.
