Towards an effective Supervision of the Insurance Market in Albania

Summary/Abstract: Following the lessons learned from the recent global financial crisis, the adoption of risk based supervision has increasingly become the main component towards effective insurance market supervision. This paper develops the ongoing reforms in the EU countries related with the transition from the old capital regime Solvency I towards a new project called Solvency II, as a solution to a regulatory model which reflects risks that an insurer faces. Moreover, this paper analyses the concept, objectives, advantages, challenges and necessary conditions for the implementation of risk focused supervision in Albania. In this paper is summarized the methodology of risk focused supervision that AFSA has been working on, in order to implement it in Albania in the future.
