Summary/Abstract: The foiled 2006 liquid explosives plot in Great Britain had a major impact on civil aviation security measures. Eighteen years later, the risk of carrying out such attacks continues to be assessed as high. The article traces the development of international legislative risk mitigation measures and compares the established approaches to prevent liquid explosives on board an aircraft.
