Personal scope of the right to petition

Summary/Abstract: The author of the opinion analyses a petition brought in the public interest, proposing an amendment to the Act on Petitions in order to include a wider range of entities entitled to submit petitions. In the author’s opinion, under the current regulations the personal scope of the right to petition is not unambiguous and may raise doubts, but the proposal presented in the petition does not lead to the solution of the problem.
