Summary/Abstract: The issue of elections is a fundamental element in constitutional and politicalanalyses. The consequence of democratic elections is the selection of legislative andexecutive powers, which is of great significance in a rule-of-law state. It is preciselyelections that have a decisive impact on the essence of a democratic state. An extremelyimportant element of the electoral system is the role of the election commissioner.The aim of this article is to introduce the institution of the election commissioner.This institution dates back to the period of the Second Polish Republic. The electioncommissioner is the representative of the National Electoral Commission, appointed fora voivodeship or its part. The election commissioner is appointed for a period of fiveyears by the National Electoral Commission at the request of the minister responsiblefor internal affairs. In the scope of the tasks performed, the election commissionerhas the status of a public official. Such a person must have higher legal education andprovide a guarantee of proper performance of the function. Undoubtedly, the electioncommissioner fulfills a number of legally important duties. Above all, they supervisecompliance with electoral law. The significance of this institution is evidenced by thefact that its tasks are specified by law. It can be described as an integral part of theentire electoral system.
