Summary/Abstract: The Office of the High Representative in Bosnia and Herzegovina (OHR) was established by the Dayton Peace Agreement (DPA), which put an end to the civil war in B&H that lasted from 1992to 1995. The purpose of establishing the OHR was to ensure the respect for and implementation of the DPA, as well as to secure peace in post-conflict Bosnian-Herzegovinian society. However, over the years, the OHR exceeded its intended role, autonomously surpassing its mandates and transforming into a creator of political relations and the political system in B&H. This was achieved by imposing a significant number of laws, decisions, and other solutions aimed at shaping Bosnia and Herzegovina according to the vision of a part of the international community, i.e. Western powers. The Office of the High Representative is one of the rare institutions openly utilizing retrograde and anti-democratic powers, diminishing the autonomy and political freedom of the constituent peoples in B&H. Acting in that way, the OHR openly takes sides with one nation and its political vision of B&H, neglecting the fact that there are three constituent peoples in B&H with equal rights and obligations. Acting in a biased and selective manner towards any constituent nation, the OHR significantly imposes itself as a generator and instigator of political crises and latent conflicts in Bosnia and Herzegovina.
