Summary/Abstract: In this paper, the author addresses the subject of counter-piracy in which the international community has taken a significant interest, since the significant increase in piracy off the Horn of Africa in the latter half of 2008. This paper’s focus is on the maritime community’s response, leaving aside other solutions to the menace, namely the ground initiatives, and the regional approach. It explains the efforts undertaken, by both civilian and military organisations, and highlights anti-piracy measures taken by the merchant shipping community as the first line of defence. Against the legal backdrop ensured by UNCLOS, this paper describes the role of naval forces in tackling piracy, reflecting the controversy surrounding the practice of using warships in this mission. After presenting the actors involved, it then explains the evolution of the counter-piracy efforts, the tactics used by naval forces, as well as the challenges that lie ahead.
