Summary/Abstract: This study aims to show how state authorities and Islamic NGOs, which are regarded as instruments of Public Diplomacy in the bilateral relations between Turkey and South Sudan, increase the legitimacy and therefore also the Soft Power of Turkey in South Sudan by being used in the context of humanitarian, religious, educational, cultural and economic diplomacy to achieve Ankara’s purposeful economic and political goals. Since Turkish companies close to the ruling AKP government are involved in the lucrative agreements concluded with South Sudan, this fact primarily benefits the interests of the Muslim-Anatolian bourgeoisie. In this work, after the introduction of the theoretical framework, Turkish foreign policy during the term of Recep Tayyip Erdoğan is examined. Moreover, there is general information about Turkey's opening initiative towards Africa, which contributes to a better understanding of the relations between Turkey and South Sudan. In the next phase, the actors of Public Diplomacy in Turkey, such as the Economic Council “DEIK”, the Agency for Cooperation and Coordination “TIKA”, the Maarif Foundation, and the Office for Foreign Turks YTB, and their activities in South Sudan are discussed. This study, where statistical data is also used, contains information on the activities of these actors in South Sudan collected from many online sources after a long and painstaking process.
