Summary/Abstract: After the hydrocarbon discoveries in the Eastern Mediterranean, the countries in the region grouped and competed among themselves and the disputes that emerged in the sea areas caused the need to examine the regional complexity of the actors. Especially the historical amity-enmity relations and multi-dimensional problems between Greece and Turkey have been reflected in the region. Likewise, the concerns of the Baltic countries and Russia-NATO rivalry have reached a high level in the Baltic region within the scope of the regional security complex. The fact that both regions have common actors and similar aspects in the context of theory makes comparative threat analysis possible. This study, which was derived from a master’s thesis, discusses whether the Eastern Mediterranean and the Baltic can form a separate complex. It is evaluated that the current rivalries and conflicts in these two regions preclude cooperation. NATO-Russia and Turkey-Greece relations are analyzed with respect to the current capacities of regional countries, as well as threats and risks that they create. The aim of this article is to reveal the similarities and differences of the two regions and to identify existing threats. As demonstrated by research findings, the capacity to form a separate complex is limited.
