On Convening Sittings of the Sejm and Senate of the Republic of Poland

Summary/Abstract: The subject of this article is the issue of legal mechanisms for convening meetings of the Sejm and Senate of the Republic of Poland. The author presents and dogmatically analyzes the provisions regulating the manner of meetings of both chambers, both by decision of their Speakers and by the President. At the same time, he strives to remove the interpretative doubts that appear here and at the same time puts forward de lege ferenda postulates that improve today’s solutions. His considerations are comprehensive and show all the problems that constitute the title topic. Against this background, the main thesis of the study emerges, which states that although the existing mechanism for convening chamber meetings is basically constructed correctly, it partially requires normative modifications.
