Summary/Abstract: After 1989, Polish towns with small ports and marinas gained a great development opportunity resulting from the political transformation. However, economic changes, accession to the European Union and the degradation of the Baltic Sea have reduced their importance in the development of these towns. The aim of this study is to analyze changes in function of Ustka port and the impact of this on the town’s development opportunities. The analysis showed that the importance of the port for the town has significantly decreased. It has lost its industrial and transshipment functions, and its function as a fishing base has decreased. The port has retained its tourist function, but it is complementary to the main tourist attraction of the beaches. The port has also gained a residential function but this was considered a bad decision. The planned location of a service base for offshore wind farms in the port will constitute a new urban function.
