Summary/Abstract: This study aims to evaluate the courses opened within the Public Education Center in Ortahisar district of Trabzon province by the trainees and course teachers (master instructors). For this purpose, it was aimed to determine the general outlook of the trainees participating in courses for adults (art and design, handicrafts, etc.), to reveal their course experiences (general information about the course, reasons for attending the course, the contribution of participation to their individual / daily and social lives, suggestions or recommendations to those concerned, etc.) and to evaluate the courses based on the experiences of master instructors. In order to provide a basis for understanding the study and to eliminate the complexity of meaning, frequently used concepts - non-formal education, public education, adult education, etc. - are included in the study. Since the trainees participating in the courses opened within the HEM are generally included in the ‘adult’ group, the course processes were tried to be understood through approaches that deal with adult education and learning. In this context, firstly, the studies on adult education in the historical process were briefly mentioned, and then Malcolm S. Knowles’ "Andragogy Theory" was included and a road map was presented for the theoretical processing of the subject. In order to realize the field dimension of the research, phenomenological design was used by adhering to the qualitative research method. The study group of the research participated in various courses (art and design, handicrafts, etc.) of the Public Education Center of Ortahisar District of Trabzon Province and six master trainers. The data obtained from the research were collected by in-depth interview technique and analyzed by descriptive analysis technique. Research results were shared and recommendations were presented.
