Summary/Abstract: The article summarizes the problems of the transformation of the public administration system in Ukraine under martial law based on the analysis of legal acts, the results of sociological research, materials from the websites of authorities, and scientific publications. The authors emphasize the need to combine ensuring the adequacy of public administration under martial law and preserving democracy in order to maximize the rights and freedoms of citizens and their active participation in countering the enemy. The tasks, directions, as well as regulatory, organizational, and information support for the transformation of public administration are disclosed.
