Summary/Abstract: The article discusses the use of the new terminology of public administration in the course of post-communist reforms. The author draws attention to the great importance of the law of the European Union in the process of standard-setting in the candidate countries and new EU members. The dependence of the culture of the use of new terms on the state and progress of reforms has been identified and disclosed by the example of Ukraine, Bulgaria and Poland. Pointing to the objectivity of expanding the terminology of public administration, the author warns of the need for a careful and balanced attitude to new concepts, especially in regulatory activities.
