Summary/Abstract: The aim of this study is to present the internal issues and proposed solutions of the Ottoman Empire at the beginning of the Second Constitutional Period from the perspective of the era. In the study, the anonymous report prepared by the Ministry of Interior Affairs, which includes the identification and resolution of all internal issues of the Empire, is transcribed and then presented in a simplified form. According to the report, the most significant internal issue of the era was the issue of public safety, security and public order. Apart from this, the main problems were the inadequacy of the administrative organization, separatist sentiments among various ethnic and religious groups within the Empire, public welfare, injustice in land distribution, usury, the state of justice and education systems. The main solution proposal is the preparation and implementation of a stable and comprehensive intergovernmental programme to be put in place. In addition, the number of gendarmerie personnel should be increased and a new land survey should be conducted. Lands should be distributed free of charge to the landless people, non-Muslim elements should be recruited more into government service. The official procedures of the Ziraat Bank should be facilitated and everyone should have access to credit. The judiciary organisation should be completed and education should be extended throughout the entire Empire. Provincial and district laws should be enacted and the Empire's road network must be completed.
