Summary/Abstract: Six frequency domain theorems connected with seismic signal processing in some wave propagation problems (proofed by the authors) are presented in the paper. Based on the proven theorems, the frequency properties of the seismic signals are evaluated. Multi degree of freedom dynamical FEM model of the Earth is developed in the study. Through Dynamic condensation approach, Master and Slave dynamical variables are introduced. As a result, the expected location, frequency composition, duration and velocities of the Master degrees of freedom are calculated and compared with experimental GNSS measurement parameters. The model estimates local and global seismic activity in retrospective and prospective studies. As a result, the expected location, frequency composition, duration and velocities of the principal degrees of freedom are calculated and compared with those obtained from the GNSS measurement parameters. This model allows to estimating future global seismic activity for the aims of earthquake engineering purposes. The model allows to create automatically controlled structures and networks of structures with unlimited seismic resistance with sufficient invested funds.
