Summary/Abstract: The article briefly examines a proposal for the construction of a National Neural Network for earthquake protection and wind protection of buildings and facilities on the territory of the Republic of Bulgaria. Two classes of systems were considered - actively controlled facilities based on existing built elevator infrastructure in vulnerable buildings (3 - 16 floors for earthquake and above 16 floors for wind) and passively controlled zero-mass pneumatic structures (aerodynamic lifting force based on helium rings). The offered two classes of automatically controlled systems provide 100% protection of the facilities, the people and the animals that inhabit them in case of ARBITRARY EARTHQUAKE AND WIND, ARBITRARY MAGNITUDE, ARBITRARY DURATION AND FREQUENCY COMPOSITION DYNAMIC SIGNALS.
