Summary/Abstract: In the article, we examine the procedures and powers related to the process of voluntary amalgamation of administrative-territorial units in the Republic of Moldova. The current administrative-territorial organization of the Republic of Moldova is a reflection of various political and geopolitical factors. This division, which has been maintained over time, presents complex dysfunctions and challenges that strongly highlight the need for reform. For Moldova, a viable solution would be the amalgamation of territorial subdivisions, supported by the Government through a well-defined legal and methodological framework, which allows the initiation of the process voluntarily by local communities. This approach is justified by a better adaptation to the needs and wishes of the citizens, thus ensuring an active and consensual participation in the reform process. Through the involvement of communities, not only effective integration is promoted, but also a more balanced and sustainable development of local public administration.
