Summary/Abstract: This article and the ideas presented in it are based on the need to develop the regional potentials for economic and social development through the inclusion of regional management in the activities of business entities categorized as "public enterprises". According to their form of ownership, these are Company (joint stock company „AD“, or limited stock company „EAD“), with a different business profile, history and capacity, but with structuring importance for local business processes. The article was prepared not only in view of the need to implement the provisions of the "Law on Public Enterprises" and the Rules for its implementation, but also in the context of the transformation that these documents impose. Although the key interest is the Company - joint stock companies, where the sole owner of the capital (SОC) in the amount of 100% is the Bulgarian state, district administration or the municipality, we must note that this condition does not close the circle of possible objects of the present analysis. The article examines this type of Company, through the prism of its interaction both with the state, regional and local governing bodies (administrations), and as a social entity bound to regional politics, resources and interests.
