- Summary/Abstract:The article´s goal is to show some main problems in front of the social care system in Bulgaria, using empirical survey among social services management personal. On that basis, are outlined some risk factors for the quality of management of Bulgarian social services. This conclusion is compared with content analysis of the sector strategies for the Bulgarian districts and current legislation in the sector. The paper shows which management problems do not find solutions in the regional strategies and defines them as a risk for social service system sustainability.

- Summary/Abstract:During the first programming period 2007-2013 Bulgarian Orthodox Church (BOC), respectively. Local religious branches were beneficiaries solely Rural Devel-opment Program (RDP) Measure 322 "Renovation and development of settlements". Ordinance № 24, art. 4 explicitly recorded activity on "reconstruction and repair of buildings of religious significance and improvement of the surrounding areas, includ-ing landscaping." The aim of the measure 322 was improved living environment in urban areas than rural areas. In this respect, granting financial aid covers 100% of eligible activities performed at maximum grant amount for churches / monasteries, the equivalent of 500,000 euros. A special feature of the local branches of religion is the possibility awarded grants include value added tax (VAT), since almost 100% of them are not registered for VAT and practically could not recover this indirect tax. This exception does not apply to other beneficiaries.

- Summary/Abstract:In Bulgaria, in recent years, the economy has accelerated its growth to nearly 4% per year, and welfare and living standards across the country are measured, measured by GDP per capita, wages and household incomes. However, the role of the state in social policy, as a regulator of social relations, still requires adequate measures aimed at the needy and families. The aim of the study is to highlight the basic social services provided to children and their families as well as the main reasons for abandonment of children and to propose measures to improve social services for children to ensure social security in the regions. The study uses descriptive, comparative, functional and documentary analysis. A method of comparison, induction and deduction, synthesis, sociological and statistical methods for processing the information are applied. The study is limited within the last 5 years of the deinstitutionalization of social services in children aged 0 to 3 years. Child protection activities are carried out in accordance with the priorities of the state policy: support for the family, creation of alternatives for care in a family environment and prevention of placement of children in specialized institutions. Planning of any activity of deinstitutionalization of social services should include representatives from all areas related to children's lives, thoroughly researched locally.

- Summary/Abstract:We are increasingly seeing crisis situations where communication and coordination between institutions as well as the public have played a key role in the consequences of the crisis. Although the problem of refugee influx has passed its hottest moment in out country, this example can always be used as a case to be discussed and analyzed in the context of interinstitutional communication and coordination. The оbject of the article is the refugee crisis in Bulgaria, the subject of research will be communications, as part of the crisis management. The tasks of the author are: 1. to present the refugee crisis in Bulgaria and its basic parameters; 2. Provide communications, in particular during crisis, as part of crisis management; 3. to present a model for crisis communications. The material will aim to present a concrete alternative communication model during the refugee crisis in Bulgaria. The work will be limited only in the context of the refugee crisis in Bulgaria in the period of its biggest boom in 2014-2015.

- Summary/Abstract:The objective of this report is to review the available information and to outline the management options for problematic decommissioning waste and material, which are different from those for waste generated during the normal operation of nuclear facilities. Specifically, waste and mate-rial that have been identified as being conventionally hazardous require special attention because of their specific toxic properties or other hazardous characteristics. In this context ‘toxicity’ means poisonous to life and ‘hazard’ means a special danger or risk during the handling, processing and conditioning of these types of material and waste. In this report problematic waste and material are identified as those that require special handling and treatment because of their unique combination of radioactivity, toxicity or chemical and physical hazards. This report reviews the origins of these types of waste and their characteristics, potential hazards and management options.

- Summary/Abstract:For many years in Bulgaria, a solution has been sought to the problem of aggression on the roads and the many road accidents. Over the last 63 years there has been an 18-fold increase in road accidents, which has led to a large number of casualties. What is the reason for the increase in traffic accidents? What measures need to be taken? The "Intelligent Systems Implementation Effectiveness" report looks at the essence of smart systems and their functionality as a tool for traffic and security management. Their use is highly effective in the city, which won the European Commission's award for the most innovative capital of a state in the European Union – Amsterdam in 2016. Another example, with huge benefits from the introduction of an intelligent system, is the Bulgarian town of Vratsa, where the video surveil-lance system built a year ago with built-in smart software makes it easier to control the road network and security.

- Summary/Abstract:Transport operations between countries and the provision of adequate infrastructure to carry out these activities are made possible by the international transport corridors. Transport corridors are of great importance, especially for increasing trade between countries and cities along and around the corridor, it accelerates regional development and regional integration, due to the positive effects on the commodity market, the labor market and tourism. This report examines the transport infrastructure of the North Central Region and the European transport corridors passing through it. The use of Transport Corridor № 9 reveals an opportunity to accelerate economic development to the region and its integration. The importance of the chosen topic is justified by the role of transport and transport infrastructure for regional development and connectivity in a single European transport system. The aim, presented in the development is to offer opportunities for socio-economic and spatial development of the North Central Region, using the potential of transport corridor № 9 and its adjacent transport infrastructure. The following tasks were achieved: acquaintance with the current state of the transport system of the region; providing development guidelines, by creating download centers and building appropriate infrastructure. The comparative method is used to obtain the final result in the re-port. - Summary/Abstract:The territorial administrative reform initiated in 2014 by the Law 115/2014 "On administrative-territorial division units of local government in the Republic of Albania", changes the map of territorial division of Albania by establishing a two-tier governance system. This reform follows the trend of the most European nations, for the democratization of the countries through the consolidation and empower of the local governance. Significant changes happen to the first level of the local governance decreasing the number of local government units from 373 very fragmented communes and municipalities to just 61 larger municipalities.

- Summary/Abstract:Free zones become places of foreign direct investment because they offer numerous benefits and the least cost in production, transport and distribution, free from the constraints of national laws. The purpose of the development of logistics centers in free zones is to create the basic infra-structure and at the same time create the conditions for the development of other production activities in favorable business conditions, as offered by the zone regime. Logistics, with its methodology, optimizes and organizes rational movement of cargo and related activities (information and service) and enables increasing the efficiency of these flows, reducing costs and satisfying users of free zones. The Logistics Center of the Free Zone Pirot, leaning against the new Pan-European Corridor X highway, is part of a network of intermodal terminals that will connect the logistics hubs of Bulgaria and Serbia to transport goods in international traffic as efficiently as possible.
