Summary/Abstract: Open government, civic space, open state are concepts defined in the Recommendation of the OECD Council for the open government as the first and only internationally recognised legal instrument that aims to promote the principles of transparency, integrity, responsibility and stakeholders’ participation in the support of democracy and inclusion. Romania has an adequate constitutional and legislative framework ensuring governmental openness towards the citizens and civil society, as well as implementation and monitoring mechanisms. Romanian Government acceded to the Open Government Partnership in 2011, developing and implementing 6 action plans that include more than 80 commitments made by ministries, institutions and central public authorities, developed and implemented in collaboration with over 60 non-governmental organisations. The General Secretariate of the Government (GSG) as as reform/investment coordinator is responsible for transposing some of the milestones and targets of the National Recovery and Resilience Plan- (NRRP), and also for the priority implementation of the OECD recommendations regarding the alignment with relevant international standards and to support the Romanian Government's commitment to join the organization. These reforms aim to create a culture of open government and rebuild trust between citizens and state.
