Summary/Abstract: In Bulgaria there are two kinds of health insurers: mandatory and voluntary health insurance (VHI) funds. With the National Health Insurance Act (HIA) of 1998 a single mandatory health insurance fund was created in the face of “National health insurance fund” (NHIF). In 2002 an amendment to the law allowed for the creation of VHI funds. Unlike the mandatory health insurance fund were there is only one fund in the VHI marker there is no limit to the number of funds. The social aspect of the VHI funds is to meet the health care needs of the population that are not covered by the mandatory health care scheme.
