Summary/Abstract: This paper is concerned with the place and the role that public relations play in the cities and municipalities as institutions of local selfgovernment in Bosnia and Herzegovina, with special attention given to the capital of Bosnia and Herzegovina, and the defining of significance that public relations have (or they should) in achieving full institutional transparency and responsibility in question with regard to its citizens and the public, as well as the creation and development of a positive image of the city or municipality. The research on which this study is based has shown that public relations in these institutions have reached certain level of development, but still have not met the EU standards of city and municipality government. The paper also shows that the institutions at all levels of B&H government in this transitional period have not yet liberated themselves from the remnants of the model of one-way communication with the media, which was dominant in the period of the previous system’s stateism.
