Financing the environmental protection projects: role and importance of environmental funds

Summary/Abstract: The basic aim of the paper is to present and critically review rich experience regarding the role that environmental funds play in the process of environmental protection and financing various environmental projects. Various elements important for revealing the way in which environmental funds are organized and act successfully are presented, mainly on the basis of available studies and the experience of the countries in transition. It also describes basic organizational forms of environmental funds, main functions of funds, key factors for establishing and successful functioning of environmental funds, basic sources of revenues, mechanisms available for allocation and distribution of resources, recent experience and problems in environmental funds functioning, as well as basic observations regarding the role environmental funds could play in transition countries in the process of European union accession. Additional justification for the paper can be found in the fact that the Acts on Environmental Funds have been passed in both entities, but that the funds have not yet been established nor are actually functioning.
