Summary/Abstract: Reconstruction of a state includes long-term rebuilding of state institutions, civil reconstruction and subsequent pursuit of sustainable development with all the tools of a sustainable market economy. Also, political structures and institutions must be rebuilt and what is even more important, should restore confidence between the belligerents, between parts of the community, which is not an easy target.
