Summary/Abstract: In today’s context of globalization, a competitive economy implies a continuous renewal of technologies, know-how and competence. Such constant update of knowledge and information is normally achieved through the carriers of such knowledge – or otherwise top staff / human resource that would be able to both implement and devolve their competence to receivers of choice. Such transfer should not be, to the best interest of the states, limited or challenged by state frontiers. Nevertheless, the ongoing financial crisis has led to an almost omnipresent protectionist policy of the states in an attempt to limit the impact of unemployment over the internal market. The contradiction between the need for higher qualified staff and the social need to control the local labor market leads to conflicting public policies. If such policies are largely mitigated in EU member states, such as Romania, they are much more aggressive in non-EU states, with a history of protectionist practice, as the Republic of Moldova.
