Summary/Abstract: When Ottoman State takes decision of war, the cost expenditures were rising up accordingly. Primary costs were the salaries of sultan’s household troops (kapikulu), military supplies and transportation. Ottoman State would save some money from the central treasure of the time, so as to meet the expenses. However, after 18th century, the regression of the state had a bad influence on meeting the war costs and especially through the end of the century; it was close to impossible for the state to meet the expenses that were stemming from war organizations. In 1787, Ottoman state was on the verge of a war for which the state was not ready at all. After the war broke, financial difficulties were obvious and the state had to take radical measurements on the issue.
