Summary/Abstract: Political order involves the coexistence or the succession of two corelative moments: stability and change; these two processes emphasize the objective trend of the political system that is modernization. No matter the approach way -either revolution or reform - the parties are the only institutions capable of initiating, leading and ensuring the process of modernization, the transition from an out-dated political order to a new one, consistent with the exactness of the social development.
