In the existing background when the global crisis is a destabilizing factor of the great economic powers, we can estimate that the scientific research and intellectual creation investment represents a solution which must be taken into account seriously by economists, financing people and businessmen. On the other hand, the Globalization generated an exponential growth of the legal economy world wide, but also of the illegal activities performed by criminal groups, which organized themselves in „criminal enterprises” and whose financial needs are covered from funds generated from drugs, human, organs trafficking and least, but not last from piracy and counterfeit, which are assimilated to a real industry, a rod affecting all economic sectors, and which sums up a market of approximately Euro billion 200-300 worldwide, representing approximately 2% of the world trade of goods and services. The phenomenon of goods and services counterfeit is spread on the Romanian market as the counterfeit, forgery and piracy are phenomena closely connected to contraband, fraud, illegal trade and tax evasion.
