The center of gravity is the specific for a country in transition attitude of the citizens to policies and legislation. The article presents the views of the author of the real processes, factors and future prospects in the development of public and political ideologies as a means of communicating policies. As anideological product, the political party offers solutions formanagement, always / at least verbally / alluding to the human group and personal existence. All societies in transition are in social crises, the extent of which depends on the public perception of changes.
