Decisions regarding environmental conditions as a management tool for a balanced development at the local scale in Poland

Summary/Abstract: Municipal authorities should implement measures in order to balance their ecological, economic and social development. In order to do that, they need a method of assessing the environmental impact and a decision regarding the environmental conditions. The aim of this paper is to assess the impact of such a decision, issued by the municipal executive authorities, on the local development management. The author attempts to explain all of the above-mentioned problems: he analyzes the number and object of decisions regarding environmental conditions in twenty-three municipalities. In addition, he carries out a survey among the representatives of municipalities in order to assess the impact of the decision on the system community management.
