Summary/Abstract: Educational reform was initiated in BiH and aims at creating a universal, flexible and free educational system that should meet educational needs of the 21st century people and p repa re them for new challenges. Pres en t changes are going in the direction of building a "society of knowledge" and of developing a strategy for lifetime learning. Therefore the overall process of the educational reform has to be founded on school as an institution and the teacher as the exponent of the change. The changes in education are the result of social changes so they have to be in the function of the co h esion of society and its development. The new wave of changes has two approaches: the holistic approach and the approach arising from its connection and interdependence in global proportions. But regardless of the approaches the ultimate aim of the educational reform should be the training of each individual to use knowledge, abi/ities and skills, then the development of his or her full potentials and the preparation for independent and active life.
