Summary/Abstract: The concept of "exceptional circumstances" appeared in socialist Yugoslavia officially in the early 1980s and served as a basis for dealing with crises which threatened a part or the whole territory of the state. During early 1990s Yugoslav army used this procedure to attack and disable democratically elected governments in Slovenia and Croatia.
