Summary/Abstract: Local energy systems are presently subject to many changes connected with climate, environmental and energy security policies. These changes aim also at improvement in local communities’ welfare. When analyzing social efficiency of such changes, one should identify not only direct monetary effects, but also those of indirect and non-market nature – external effects. Cost and benefits analyses usually include environmental external costs. Apart from them, there are also effects concerning infrastructure, labour market, fiscal aspects, safety and risk, free time and comfort. Generally, they are taken into account in a very selective manner. The paper presents valuation methods for selected non-environmental external effects of changes in local energy systems.
