Summary/Abstract: The issue of human freedom is one of the great challenges of human ontology. Freedom, however, only makes sense at a social level, the context in which a person can feel free or unfree. Freedom is closely related to the human being’s state of citizenship. Thus, throughout history and in modern times it turns out that citizenship is not a quality that is automately respected by the political power. The tragical situations of Nazism, Stalinism, but also the problems caused by globalization have made it necessary to resolve the citizen / non-citizen civil splt. The whole contemporary philosophy tackles the theoretical and pragmatic aspects related to the development of democracy and the clarification of the issues of human freedom.
