Summary/Abstract: Being assured that the logic and political efficiency of centralism are the mat-ters of past epochs, as well as that modern democracy assumes different un-derstanding of purpose of state than the fetishized monopoly of hierarchized constraints in the “name of the nation”, we think that at the very beginning of the text about autonomies in the new constitution of Serbia still it makes sense to warn of complex nature of terms of “centralization” and “decentraliza-tion”. That aspect will be the topic of the first chapter of our analysis, together with basic criteria of functional decentralization and factors which determine the game of power, in contexts of culture and institutional structure. The main concern of the second segment will be to determine key contents, hidden be-hind actual principles of regionalization of european states. The third chapter is devoted to comparison of constitutional models of the President of Serbia, Government of Serbia, constitution of Serbia, and european standards, by means of a set of the most relevant indicators; the last segment of our essay will indicate the position and a couple of essential open issues of local self-governance in light of new constitutional solutions.
